Abstract

Advances in information technology in healthcare have encouraged hospitals to adopt Electronic Prescribing systems to improve efficiency, accuracy, and patient safety. However, implementation still faces challenges such as limited user understanding, uneven organizational support, and suboptimal technological infrastructure. This study aims to evaluate the application of the Electronic Prescribing system at the Pharmacy Installation of UNS Hospital, using the HOT FIT model covering Human, Organization, and Technology aspects, as well as assessing its impact through Net Benefit. A mixed-methods approach was employed. Quantitative data were collected from 30 pharmacy staff using questionnaires, while qualitative data were obtained through in-depth interviews and observations with key informants. The findings indicate that the Electronic Prescribing system has contributed positively to service efficiency and reduced prescription errors. Nevertheless, obstacles remain regarding user training, system access speed, and limited integration with other hospital information systems. To identify root causes comprehensively, a Fishbone analysis was applied, grouping problems into six categories: human, method, machine, material, environment, and measurement. Based on the evaluation, strategic recommendations include strengthening technical training, improving infrastructure, enhancing internal policies, and developing a system more adaptive to user needs. These findings are expected to serve as a reference for hospital policymakers in designing sustainable strategies to strengthen Electronic Prescribing systems, thereby supporting the digital transformation of pharmaceutical services. Kemajuan teknologi informasi di bidang kesehatan mendorong rumah sakit mengadopsi Resep Elektronik guna meningkatkan efisiensi, ketepatan, dan keselamatan pasien. Namun, implementasinya masih menghadapi kendala, seperti keterbatasan pemahaman pengguna, dukungan organisasi yang belum merata, serta infrastruktur teknologi yang belum optimal. Penelitian ini bertujuan mengevaluasi penerapan sistem Resep Elektronik di Instalasi Farmasi RS UNS Surakarta menggunakan model HOT-FIT yang mencakup aspek Human, Organization, Technology, serta menilai dampaknya melalui Net Benefit. Penelitian menggunakan metode campuran. Data kuantitatif diperoleh dari 30 responden tenaga farmasi melalui kuesioner, sedangkan data kualitatif dikumpulkan melalui wawancara mendalam dan observasi pada informan kunci. Hasil menunjukkan sistem Resep Elektronik memberi kontribusi positif terhadap efisiensi layanan dan penurunan kesalahan peresepan. Namun, masih ditemukan hambatan terkait pelatihan pengguna, kecepatan akses, serta keterbatasan integrasi dengan sistem informasi rumah sakit lainnya. Untuk mengidentifikasi akar masalah, digunakan analisis Fishbone yang mengelompokkan penyebab ke dalam enam faktor: manusia, metode, mesin, material, lingkungan, dan pengukuran. Berdasarkan temuan, direkomendasikan strategi berupa peningkatan pelatihan teknis, perbaikan infrastruktur, penguatan kebijakan internal, serta pengembangan sistem yang lebih adaptif terhadap kebutuhan pengguna. Hasil penelitian ini diharapkan menjadi acuan bagi pengambil kebijakan rumah sakit dalam menyusun strategi penguatan sistem Resep Elektronik secara berkelanjutan guna mendukung transformasi digital pelayanan kefarmasian.
