STRUCTURAL EQUATION MODELING PADA EFEKTIVITAS PENERAPAN APLIKASI I-PUBERS DALAM PENYALURAN PUPUK BERSUBSIDI (Studi Kasus di Kabupaten Wonogiri)

I-Pubers adalah aplikasi yang dibuat oleh Kementerian Pertanian untuk proses penebusan penyaluran pupuk bersubsidi di tingkat pengecer dengan menggunakan Nomor Induk Kependudukan (NIK) untuk dipindai. Aplikasi I-Pubers diharapkan memudahkan para pengecer pupuk subsidi dan petani dalam menebus pupuk subsidi dengan cara memindai KTP asli. Diketahui masih terdapat beberapa permasalahan yang dirasakan oleh pengguna aplikasi I-Pubers atau para pengecer pupuk subsidi khususnya di Kabupaten Wonogiri. Permasalahan tersebut antara lain, banyak petani dan pengecer yang belum paham mengenai aplikasi, serta aplikasi yang mengalami blank out atau error pada saat digunakan. Penelitian ini dilakukan bertujuan untuk mengetahui apakah aplikasi I-Pubers efektif dalam penyaluran pupuk subsidi di Kabupaten Wonogiri yang dilihat dari pengaruh pada variabel penelitian Penelitian ini menggunakan model dari Delone & Mclean IS Success Model dengan 6 variabel yaitu, (1)Kualitas Sistem, (2)Kualitas Informasi, (3)Kualitas Layanan, (4)Penggunaan, (5)Kepuasan Pengguna, dan (6)Manfaat Bersih. Populasi penelitian ini adalah seluruh pengecer pupuk subsidi Kabupaten Wonogiri yaitu sebanyak 168 pengecer. Responden yang terpilih sebanyak 60 responden untuk menjadi sampel penelitian dengan menggunakan teknik pengambilan sampel stratified random sampling. Analisis data dilakukan dengan menggunakan pendekatan PLS-SEM dengan SmartPLS 3.0. Hasil penelitian menunjukkan bahwa efektivitas yang dilihat dari pengaruh variabel kualitas sistem berpengaruh signifikan terhadap penggunaan. Begitu pula pada variabel kualitas layanan, kualitas informasi, penggunaan berpengaruh signifikan terhadap kepuasan pengguna. Serta variabel penggunaan dan kepuasan pengguna berpengaruh signifikan terhadap variabel manfaat bersih. I-Pubers is an application created by the Ministry of Agriculture for the redemption process of subsidized fertilizer distribution at the kiosk level using the Population Identification Number. The I-Pubers application is expected to make it easier for subsidized fertilizer retailers and farmers to redeem subsidized fertilizers by scanning the original ID card. It is known that there are still several problems felt by users of the I-Pubers application or subsidized fertilizer retailers, especially in Wonogiri Regency. These problems include many farmers and retailers who do not understand the application, as well as applications that experience blank outs or errors when used. This study aims to find out whether the I-Pubers application is effective in distributing subsidized fertilizers in Wonogiri Regency as seen from the influence on the research variables This study uses a model from the Delone & Mclean IS Success Model with 6 variables, namely, (1) System Quality, (2) Information Quality, (3) Service Quality, (4) Use, (5) User Satisfaction, and (6) Net Benefits. The population of this study is all subsidized fertilizer retailers in Wonogiri Regency, which is as many as 168 retailers. The selected respondents were 60 respondents to be the research sample using the stratified random sampling technique. Data analysis was carried out using the SEM-PLS approach with the SmartPLS 3.0 tool. The results of the study show that the effectiveness seen from the influence of system quality variables has a significant effect on use. Likewise, the variables of service quality, information quality, and use have a significant effect on user satisfaction. And the variables of use and user satisfaction have a significant effect on the net benefit variable.
